Lebanon: the ghost of murder is back and the civil peace is threatened

October 24, 2012

The blast rocked the city's Sassine Square in the predominately Christian Ashrafieh neighborhood on 19th Friday. The explosive-laden car was detonated during rush hour at 3p.m. Wissam al-Hassan, the head of the Information Branch of Lebanon's Internal Security Forces, was the target of the deadly attack, security sources and his Sergeant Ahmad Sahyouni. General Al Hassan has been recognized by his watch, a part of his gun and his shoes.

After the explosion, which was estimated between 60 and 70 kg of explosive material, a Lebanese woman named Georgette Sarkissian was also killed and about 125 were injured injuries ranging from minor to more dangerous and has caused enormous destruction of homes, shops and cars burned.

According to preliminary investigations, the bomb was planted in a stolen car kind of Toyota RAV 4 and it was parked in the location of the explosion before few hours and it was stolen from the year 2011 of a region Mount Lebanon. The explosion occurred when the General Wissam Al-Hassan passed in the street in a Japanese car with his driver.

General Wissam Al-Hassan was not an ordinary security man but he was the security shield of most Lebanese political leaders, where he often provided information of the assassination plots... General Wissam Al-Hassan was not a man of Lebanese security only, but it was at the intersection of Arab and international information services.

It is difficult to blame a specified part in the murder, though the charges initiated by political parties on March 14 during the crime that it is likely that the Syrian regime is behind this crime in response to detection of former Minister Michel Samaha who was 24 explosives for use in Lebanon assassinations of Lebanese leaders who affect and Syrian opponents.

But it is an assumption among many assumptions made by ISF chief General Ashraf Rifi who said: - It is possible that Syria was behind the assassination because the record of the former minister Michel Samaha. - It is capable that Israel is behind the assassination in response to what General Al-Hassan has discovered 36 spy networks in Lebanon. - It is capable that extreme fundamentalist parties are behind this crime, to meet the arrests of their leaders by Al-Hassan. - It is likely that there is a fifth party which aims to create chaos in the country.

- And he went in the same direction as the President of the Republic Michel Suleiman with the absence of the assumption that Syria was behind the assassination, where he clearly linked Prime Minister Najib Mikati between the assassination of General al-Hassan and between the detection Plan Michel Samaha.

Statements of denunciation and condemnation were issued to all the Lebanese forces, without exception, so Saudi Arabia, Syria, Turkey, Iran, France, Britain, Russia, the United States and the Arab, Islamic and international country.

But there was a fraction of the charges came as:
- The March 8 Alliance especially Hezbollah and Amal have no side accused of being behind the assassination and its leaders have remained silent for three days after the assassination. Media that are even with his forces excluded the hypothesis accuse Syria but instead they blamed Israel.

- The 14 Alliance have made during the first moments of the crime to accuse the Syrian regime and its allies are internal and regional Hezbollah and Iran.

- The Mufti of the Republic Sheikh Mohammad Rashid Qabbani issued a statement condemning the assassination, but he did not accuse any side.

- At the government level, he was summoned to an emergency meeting held at Baabda Palace, where he referred the case of the assassination Judicial Council has refused to submit to the International Tribunal because that it has no legal right to do so, according to the statement made by the Minister of Labour Salim Jreissati. He also decided to use U.S. investigators device (FBI), which will rapidly Lebanon.

As the 14 Alliance put the blame on the Prime Minister Mikati to be responsible for the murder, so he deliberately showed his proposal to resign, but the President and all other powers in the government refused it, and President Michel Suleiman asked the Prime Minister Mikati Najb no hurry to allow him to make contacts with all parts of the national dialogue, because the departure of the government refers to training in Lebanon a political vacuum, which will increase the volume of the security vacuum.

This position was not up to the 14 Alliance who insisted on the resignation of Mikati and after his resignation from the formation of a governing "sovereign" with personalities accepted by all parties. But on March 8 forces have rejected this proposal considering that it is difficult to form an alternative government.

Sunday, 12.21.2012 at 2 o’clock’ at the headquarters of the Internal Security Forces which began the funeral of General Wissam Al-Hassan Sulaiman and the two presidents attended Mikati, then the body of Al -Hassan and the body of his companion Sahyouni were transported to the Martyrs square in downtown Beirut for burial beside the grave of former Prime Minister Rafik Hariri in the middle of a funeral service which forces March 14 called and collected because of this thousands of supporters from all Lebanese regions.

After doing the prayer on the death, President Fouad Siniora announced a severe speech against Prime Minister Najib Mikati where he was asked to resign immediately and assumed the responsibilities of what is happening in Lebanon, over the one of the Sheikhs (Al-Mufti Saleh Rifaii-former Mufti of Akkar) also announced a harsh rhetoric against Hezbollah and Mikati cons ... and then a television journalist "future" (Nadim Kteish) invited the crowd went occupy the Government Palace.

The funeral turned into safe chaos when security forces prevented thousands of young people to overcome the last barrier happens inside the government palace.

In different Lebanese regions, groups of youths burned tires in several streets in Beirut, Mount Lebanon, Bekaa and the south and the main roads were closed and there were clashes between groups and between forces of the Lebanese army, especially in the avenue Qasqas and Tariq al-Jadida in Beirut and they were brutally beaten in Jabal Mohsen and Beb Tabani in Tripoli. This situation has not please the decision-maker when the Ambassador of France in Lebanon visited the Presidential Palace and brought a letter to the President François Hollande calling for the need to discipline and support the Government of Mikati and the British ambassador did the same, then U.S. Secretary of State Hillary Clinton phoned the Prime Minister Mikati for the same purpose, which showed that there is international support for Mikati government and he is not allowed to be reversed for fear of repercussions on the general situation in Lebanon.

Monday 22 October 2012, the ambassadors of the five permanent members of the Security Council chaired by the representative of the Organization of the United Nations in Lebanon visited the Presidential Palace, and after a written statement were made by refusing empty policy in Lebanon and asked to maintain security and stability.

Tuesday, October 23, 2012, the High Representative of the Union for Foreign Affairs Catherine Ashton arrived in Beirut where she met the President of the Republic Michel Suleiman and both president Nabih Berri and Najib Mikati and the commander of Lebanese Army General Jean Kahwaji. Ashton said from the Grand Serail, some seek to distance the attention of the situation in the region by a problem in Lebanon. She saw that the bombing is terrible Ashrafieh, expressing his fears of the stability of Lebanon.

Perhaps this is what gave impetus to Mikati sources cited where he would not resign "and they want to have the confrontation is ready," while personally, he said, "that did not resign, but he told the president what he said for months that he is ready to resign if they want a government of national unity. "

In these moments, the President of the Republic Michel Suleiman began to private meetings with members of the dialogue table to discuss the possibilities of advancing the date of the meeting and know their opinion to leave the government of the reverse or what is the solution...? Forces from14 Alliance said they would not return to the dialogue table if Mikati will not resign, which means that Lebanon has entered a serious political crisis similar to the situation in 2007 and 2008 that ended the issue of May 7 and then Doha!

These developments have returned to Lebanon in the circle of assassinations and civil peace has become really a threat, and it is difficult to say that the calm will return quickly because the situation in Lebanon is linked to a large extent during the events in Syria.
