Scientific cooperation: the European Union and Israel reached an agreement

The EU and Israel have reached an agreement on their future scientific cooperation subject of litigation because of the dispute over the settlement.

"Following discussions between Israeli Justice Minister Tzipi Livni and the chief diplomat of the EU Catherine Ashton, the EU and Israel have reached an agreement on all outstanding issues related to the participation of Israel to the (scientific) program Horizon 2020 of the EU, "the statement said.”The agreement fully complies with the legal and financial obligations of the European Union preserving simultaneously the initial positions of Israel."

Israeli Prime Minister Benjamin Netanyahu asked his ministers to seek to resolve the dispute with the European Union before the opening in ten days  of funding applications for the Horizon 2020 program, which will begin in 2014.

The draft agreement includes "key guidelines" of the European Union, which imposed a clause excluding this cooperation starting from January 1st, institutions and Israeli companies that operate in the Palestinian Territories (West Bank, East Jerusalem east and the Gaza Strip) and Syria (Golan Heights) occupied since 1967.
